"Kendall Locklear believes his status as a Tuscarora Indian gives him unlimited rights to hunt and fish on the tribe's land north of Maxton.
Some state wildlife officers believe otherwise.
Their legal tussle began in 1998, after Locklear killed a bear and was cited, and was set to continue Thursday morning at the Robeson County Courthouse.
Sixty people, nearly all Tuscarora Indians, went to support Locklear as he climbed the courthouse steps in the brisk morning air to fight what he said was the latest in a string of tickets.
"He's doing what's right," said Larry Oxendine, who went with his wife, Doreen Jacobs."
